Pick tackle based on color and the season you are going to fish it.

keep in mind that just because something costs more does not mean that it will produce more. I have caught more fish on a 1.79$ bass stopper natural looking worm from walmart than probly any other lure in my tackle box.

Keep in mind that you also want to cover every type of fishing you might do. Top water, poppers, spinners, plastics, shallow runners, medium runners, deep runners and even the things for your different rigs. You never know where and what the fish are going to want.
